Yes - my understanding is that the gauge sort of works backwards so if there's an intermittent electrical connection it goes to max
 
I had similar in my 550 a few years ago, the needle went so far to the right it hit the stop. I think the terminals just needed cleaned IIRC
 
Yes they read full when they're not working properly. They're known for failing but worth trying the cleaning first.
